Smart growth: hot new local campaign issue?(new name for sustainable development and urban growth)

A decade ago, suburban sprawl was mainly an issue for Birkenstock-wearing activists who regularly showed up at zoning board meetings in cities such as Portland, Ore., and Boulder, Colo. They organized around cumbersome themes, such as "sustainable development" and "urban growth boundaries."

Today, the movement has a snappy new name, "smart growth," and a growing list of converts among both Democrats and Republicans. In November, voters across party lines passed 72 percent of 240 state and local ballot measures relating to land use, green space and suburban growth, according to a study commissioned by the Brookings Institution. Together, these measures will trigger more than $7.5 billion in state and local spending aimed at limiting development in existing green space …
